Westlakes Recruit are currently recruiting for Senior Estimator to be engaged on a permanent basis. Candidates will ideally be based in the Warrington and hybrid working will be supported.

PRINCIPAL ACCOUNTABILITIES

To receive contract enquiries selected and allocated by the Estimating Manager.
To be fully responsible for the allocated enquiry, ensuring that it is developed and submitted in accordance with the Client's requirements and Company procedures.
Extract detailed scope of work and where necessary formulate and place supplier and/or subcontract enquiries and appraise subsequent responses.
Implement quantity take offs of materials & labour operations from G.A. drawings, P&ID's, flowsheets, or isometric drawings, establish quantities and collate for lump sum tenders.
Review preambles and apply norms/costs to bills of quantities or schedule of rates including subcontract elements, as required.
To liaise with internal Divisions/Departments to obtain relevant information for inclusion within the tender deliverables.
To attend site visits and tender review meetings with clients (UK and Overseas), assess all salient features, establish working conditions and ensure completion of the necessary site visit reports.
Establish total manhours, evaluate plant, staff, site supervision and accommodation requirements and establish base costs for tender.
Present tender at Tender Review meeting to Directors and Senior Management
Finalise estimates and prepare tender submission, including all qualifications, considerations and supporting documentation.
To ensure completeness and timely submission of tenders
Carry out a review of any resultant contract document, attend post tender meetings and deal with post contract queries.
To attend kick-off meetings internally or with clients as necessary and assist in the briefing of the project team should the tender be successful.
To oversee and advise Junior Estimating Personnel, as required.
Participate as a member of the Estimating Team by contributing to the overall development of the Estimating Department and the Company.
To frequently monitor the methods by which Tenders/Proposals are produced & submitted, seeking ways to continually improve the process where appropriate.
SPECIAL FEATURES

The Estimating Department provides a specialist service for the whole of the client and therefore the Job Holder must have a good knowledge of all of the Group's activities and capabilities.
The Estimating Department interfaces with all client Divisions, Sales and Marketing, Sites and Clients, and therefore the Job Holder must have excellent interpersonal skills.
The Job Holder must have the ability to assess the quality of User Requirements, Scope, Specification and Design, in order, to adequately qualify the basis of the estimate.
The Job Holder must have a good knowledge of all aspects of contractual arrangements and estimating practice.
The nature of the incoming workload is unpredictable and usually has imposed deadlines therefore the Job Holder must possess excellent organisational and time management skills, flexibility and the ability to often work under considerable time pressure.
The Job Holder shall have a willingness to undertake an annual performance 1 to 1 review, to attend and have an active participation in all internal and external training courses.

Qualifications

Appropriate discipline qualifications i.e. HNC, ONC, City & Guilds etc
Considerable experience in estimating packages of work to the standards required within the chemical, pharmaceutical, nuclear, utilities and food & drink type of industries.

Skills and Knowledge

High level of competency in numeracy and English language.
High level of computer literacy
Ability to communicate effectively at all levels within the organisation and with clients.
People management skills and knowledge of performance management processes for leadership, coaching, and development of staff
Good knowledge of current relevant Estimating and Commercial practice
Good knowledge of engineering practices
Good knowledge of project management practices
