Role:Project Control Cost Engineer

Role Type:Temporary – 12 Months

Location:Macclesfield – x4 days on-site / x1 working remote



Your New Company


Macclesfield Campus is approx. 100 acres with around 4500 people working on site. The site is unique in the AstraZeneca network having Operations, R&D, G&A, IT and others on its site.


Facility Management are one of the main teams on site and part of this team is Campus Project Solutions (CPS). CPS deliver engineering capital projects for all of the site’s residents.



Your New Role


In this role as Cost Engineer, you will support the Engineering Project delivery team with project lifecycle activities aligned to portfolio cost management and cashflow, capital funding applications, capital asset structure management and SAP reporting.


You will be the responsible as the main point of contact for all SAP/CATs and Capital Approval System queries and will also interface between Finance and the CPS Department for financial reporting.


  • Cost Engineering in the Minor Works Portfolio annual spend circa. £2m across approx. 200 projects. Reporting costs and managing cashflow reporting.
  • Cost Engineer Superuser responsible for the registration of new projects in the Capital Approval System (CAS)
  • Register and report projects into CAS.
  • Implementation of Project Work Breakdown Structures in SAP.
  • Support the management of the overall project and portfolio budget, work with the project team to ensure cost capture requirements are in place complies with AZ's procedures and accounting system (SAP)
  • Track expenditure against progress, drive cost accuracy and support timely and accurate reporting to ensure all cost and contract transactions on a project are understood and managed in an appropriate way.
  • Management of CATS in SAP (timesheet module) and validate the actual AZ internal costs in conjunction with the Project Team to develop an accurate Estimate to Complete for the remaining scope.
  • Review project cost performance on project AFC’s (Anticipated Final Costs) in the portfolio against the agreed Baseline. Identify trends and advise on potential project overspend.
  • Produce and update monthly AFC report for AZ Finance.
  • Work in close liaison with the Project Team to support in the preparation of project cost Baseline Changes (Supplementary funding).
  • Support the Project Team to conduct detailed variance analysis, root cause analysis and scenario planning; provide recommendations and strategies to recover the project.
  • Manage and update project budgets in SAP in line with approved project changes and control account re-allocations
  • Create and manage purchase orders for projects using the bespoke software system (COUPA)
  • Capex/depreciation report to Finance on a monthly basis, assist others in external departments to manage depreciation and timely closure analysis.


Essential Skills


  • Honours degree in Engineering, Construction Management or Business-related subject
  • Bio-pharmaceutical experience & knowledge (5+ years)
  • Knowledge of Project management framework and Engineering Project Process (UK) and the application of best practices and the effective deployment of project strategies in technically complex customer environments
  • Knowledge and application of business decision making tools and processes
  • Application of Capital Investment Guidelines
  • Understanding and use of Contract/Commercial agreements
  • Understanding and use of site SHE standards and guidance, including CDM requirements and experience of implementing processes to ensure compliance
  • Experience of integrated risk management and the methods employed to manage engineering risks, hazards and controls


Desirable Skills


  • Professional Qualification with a recognised European accrediting body or on a pathway to such e.g. RICS, Assoc. Cost Eng.
  • 10+ years of experience in cost control
  • Knowledge of Cost Centre management skills to ensure effective delivery of the budget
  • Understanding of the range of customer business operations across AstraZeneca, and understanding of the operating model of the AZ business
  • Strong technical background, with knowledge of the engineering principles and practices utilised across the lifecycle of asset and facilities design and utility operations
  • Understanding of all the services delivered by an FM delivery organisation and will understand their impact on customers
