Consultant Psychiatrist in IntellectualDisability-Little Plumstead Hertfordshire Partnership UniversityNHS Foundation Trust We are seeking a Consultant Psychiatrist inthe North Norfolk Community Learning Disability Team. Thesuccessful applicant for this post will be the North NorfolkConsultant Psychiatrist in Intellectual Disability. There will besupport for the post from a Specialty Doctor. North Norfolk has apopulation of about 105,000. The current patient caseload for thePsychiatry team is 109. In the last year, there were a total of 52new referrals for psychiatry opinion or treatment. In the 18 monthssince January 2023, 4 patients from the sector were admitted to theNHS in-patient assessment and treatment unit (Astley Court,Norwich) and none were admitted out of area. There may be 2-3patients who are either conditionally discharged or on a communitytreatment order at any time. The consultant psychiatrist will bepart of a well-established medical department in Norfolk as set outbelow. In addition, there may be doctors working as core traineesin psychiatry and specialty registrars doing special interests inneurodevelopmental disorders. The whole medical team is based atLittle Plumstead Hospital, Norwich. Main duties of the jobUndertaking clinical assessments of referrals within the NorthNorfolk CLDT where there appears to be a complex mental disorder orcomplex challenging behaviour. Providing advice, within the CLDTabout the management of highly complex mental disorder and complexchallenging behaviour in people with intellectual disability.Supporting CPA and S117 review processes through outpatient clinicsand domiciliary visits. Supporting the rehabilitation of patientsfrom the North Norfolk locality who are within inpatient servicesby maintaining regular liaison with the treating service, andundertaking care reviews, with the aim to ensure that people do notstay in hospitals or out of area for longer than necessary. Actingas Responsible Clinician for patients with intellectual disabilityliving within West Norfolk, and subject to conditional discharge orSupervised Community Treatment. Participation inmulti-disciplinary, multi-agency and partnership working for themost highly complex cases, such as those who might be under thecare of community forensic, or continuing healthcare, services.Ensuring patients are subject to best practice in the management ofrisk, and outcome measurement. Participation in the consultanton-call rota (Currently 1 in 6) About us In 12 years, the Trust hasbeen successful in acquiring the tender for the provision ofspecialist Learning disability services in Norfolk, North Essex andBuckinghamshire. The Trust covers a mix of rural and urban areas,including the City of St Albans, the large towns of Watford, WelwynGarden City and Stevenage, and the smaller towns of HemelHempstead, Radlett, Berkhamsted, Harpenden, Hertford, Ware, BishopsStortford, Hitchin and Letchworth. Hertfordshire Social Serviceshave divided the county into four areas. The county has threeClinical Commissioning Groups (CCGs). West Hertfordshire is servedby Herts Valleys CCG and Dacorum and East and North Hertfordshireis served by East and North Herts CCG. The Trust collaboratesclosely with Hertfordshire County Council and other NHSorganisations to promote and support mental health in thecommunity. The Trust clinical services moved from StrategicBusiness Units (SBUs) into four divisions on the 1st of April 2024,providing clinical services to; Adult Community Services, includinglocal teams for mental health Adult Acute and Urgent Services,including rehabilitation, inpatient services and crisis teamSpecialist Services such as mental health services for olderpeople, eating disorders, and our mother and baby unit LearningDisability and Forensic Services Job responsibilities Undertake theclinical duties associated with the care of patients, includingoutpatient clinics, home visits and multidisciplinary casediscussions. To record clinical activity accurately andcomprehensively and submit this promptly to the InformationDepartment. To manage, appraise and give professional supervisionto junior medical staff as agreed by consultant colleagues and themedical director and in accordance with the Trusts personnelpolicies and procedures. This may include assessing competencesunder the Modernising Medical Careers framework. To ensure thatjunior medical staff working with the post holder operate withinthe parameters of the New Deal and are Working Time Directivecompliant. To undertake the administrative duties associated withthe care of patients. To participate in service and businessplanning activity for the locality and, as appropriate, for thewhole mental health service. To participate in annual appraisal forconsultants. To attend and participate in the academic programme ofthe Trust and the team including lectures and seminars as part ofthe internal CPD programme. To maintain professional registrationwith the General Medical Council, Mental Health Act Section 12(2)approval, and to abide by professional codes of conduct. Toparticipate annually in a job plan review with the clinicalmanager, which will include consultation with a relevant manager toensure that the post is developed to consider changes in serviceconfiguration and delivery associated with modernisation. PersonSpecification QUALIFICATIONS - MB BS or equivalent medicalqualification. - MRCPsych OR MRCPsych equivalent approved by theRoyal College of Psychiatrists. - Qualification or higher degree inmedical education, clinical research or management. - Relevanthigher degree, e.g. MD, PhD, MSc or other additional clinicalqualifications . ELIGIBILITY - Fully registered with the GMC with alicence to practise at the time of appointment. - On the GMCspecialist register in psychiatry - In good standing with GMC withrespect to warning and conditions on practice. - Section12/Approved clinician approval. CLINICAL SKILLS, KNOWLEDGE &EXPERIENCE - Experience of the full range of clinicalresponsibilities expected of a consultant in psychiatry ofintellectual disability. - Excellent oral and written communicationskills. - Wide range of specialist and sub-specialist experiencerelevant to post within NHS or comparable service. - Excellentdegree of medical knowledge in relation to neurodevelopmentalconditions ACADEMIC SKILLS LIFELONG LEARNING - Participated incontinuous professional development - Has participated in clinicalaudit or service evaluations. - Holds a full valid driving licenseand access to a car (Unless you have a disability as defined by theDisability Discrimination Act 1995). - Able to plan and deliverundergraduate and postgraduate teaching and training relevant tothis post. - Reflected on purpose of CPD undertaken. - Experiencedin clinical research evaluation. - Evidence of achievement ineducation, research, audit, and service improvement: awards,prizes, presentations, and publications. - Experience of organisingand overseeing psychotherapy training program for psychiatrytrainees.
