Deputy Director Science Transformation & BusinessManagement The Deputy Director for Transformation & BusinessManagement will play a key role for the Chief Scientific Officer(CSO) Group by bringing together the group's main businessmanagement function whilst leading the group's change deliveryambitions. Alongside this, the role holder will provide operationalassurance to ensure the CSO Group achieves operational excellenceand lead the delivery of the Group Capital Programme. TheTransformation & Modernisation Programme for the CSO Group iscore to the implementation of the Science Strategy and links intothe long-term planning associated with the Science Hub Programmeand capital projects across the network's estate. The role holderwill develop and implement a culture of continuous improvement andbuild systems and processes to transform the CSO Group so that itis fit for the future. To achieve this, the DD will need toestablish mechanisms that ensure staff engagement is maintainedthroughout the transformation process. The post-holder willestablish the desired change outcomes and design change managementprogrammes. This role may be a Senior Leader for one of our mainscientific sites. Main duties of the job The post-holder willco-ordinate and lead the CSO Group's input into the Science HubProgramme, pulling together the inputs from across the Group,though especially within the Specialised Microbiology Directorate.They will be required to oversee the CSO Group's large capitalprogramme within the wider corporate framework for capitalprojects, and to ensure alignment between this and the work on theScience Hub Programme. Job responsibilities - Provide the seniorleadership input from across the CSO Group into the Science HubProgramme. The post-holder will work with the CSO, Directors andDeputy Directors (and their teams) in co-ordinating thecontribution from the Group to the planning of the Harlow buildingsacross the requirements for both building and operating systems andprocesses. The post-holder will be the first point of contact forsubstantive issues with the Science Hub Programme. - Lead anddeliver the Transformation & Modernisation Programme whicharticulates a clear and compelling vision of change throughevidence-based business cases with sound scientific rationale,financial analysis and resource implications. This includes workingwith the Science Strategy & Evidence Directorate onprioritising and delivering strategic change for the group. - Leadand deliver the Group Capital Programme, working with group-widecapital leads and finance managers to ensure the groups capitalbudget is invested optimally and that expenditure is accuratelytracked and phased. Ensure the total portfolio of capital projectsis continually monitored and new projects brought on stream in timeto ensure the best use of a limited budget is achieved. - Implementa group escalations and situation management function and processto ensure the group effectively co-ordinates, triages and respondsto operational situations and incidents. Qualifications/ Experience- Strong leadership and stakeholder engagement capability to drivework across a broad portfolio. - Experience of working at a seniorlevel in a complex environment, providing leadership across majorprogrammes and multiple large scale transformation deliveryprojects. - Experience of leading operational and performanceteams. Able to demonstrate capability to develop and deliverperformance management frameworks and metrics. - Experience oftranslating strategy into delivery through plans, programmes,people and culture, ensuring innovation within a high-performanceworkforce. - Proven track record of managing complex group budgets,financial reviews and strategically aligning financial resourceswith people resources, laboratory equipment, ICT and other assetsto achieve desired outcomes, consistently delivering value formoney. - Excellent communication, influencing, negotiation andcollaboration skills, with a proven ability to build highlyeffective relationships and partnerships within a complexstakeholder environment to deliver outcomes. - Ability to delivermajor and complex change at pace, through obstacles, effectivelymanaging competing priorities. - Highly developed financial acumento ensure delivery of savings and generation of income whereapplicable. - Ability to develop and encourage innovative ideas todrive improvement. - Resilient, tenacious and outcome focused. - Anunderstanding of and commitment to equality of opportunity and goodworking relationships, both in terms of day-to-day workingpractices, but also in relation to management systems. - Knowledgeand understanding of the public sector equality duty (the EqualityAct 2010) - Programme or Project Management Qualification orequivalent experience - Understanding of in microbiology andlaboratory services design and delivery. - Knowledge, experienceand awareness of the laboratory landscape, particularly within thePublic Health Genomics environment. - Experience of overseeingcomplex commercial relationships, ideally in a health or publicsector context. - Experience of implementing or working withinnovative commissioning frameworks and approaches.
